政治上的民族國家與經濟上的資本主義是構成「現代資本主義世界體系」兩個主要元素。我們將從歷史發展的過程探討政治與經濟這兩個因素如何相互推進，從而解釋二戰之後的美國霸權與中國崛起，以及他們對東亞海域的影響。 Nation-states as political units and capitalism as an economic engine are two fundamental elements for the formation of the modern capitalist world-system. This course will explore firstly how these two elements interact with each other historically, and secondly explain the formation of U.S. hegemony, the rise of China and their influence on maritime East Asia. |

整合性海洋與海岸管理可均衡保育管理生物與景觀資源，而它的失敗常是因未善用科學資訊。本課程目的在於探討如何利用科學研究及資訊，來提升海岸與海洋管理的效率。 Integrated Ocean and Coastal Management (IOCM) is a balanced management approach for conserving biological resources. However, after years of international application of this management, the quality of oceans and coastal environment continues to deteriorate, which was mainly owing to the misuse of scientific information. The purpose of this course is to explore how scientific research and information can be used to improve the efficiency of coastal and ocean management. |

「國際外交實務」係由從事第一線雙邊及多邊談判具二十多年經驗的胡念祖特聘教授所親授。本課程由國際禮儀簡介開始，逐一講述國際會議英語、國際組織基本概念、國際外交會議型態、國際文書起草、國際多邊組織談判理論與實務，使學生全面瞭解國際外交談判的實際操作以及進程與動態。 本課程將以英語進行，必要時輔以中文。 "International Diplomacy Practices" is taught by Distinguished Professor Nien-Tsu Alfred Hu, who has more than 20 years of experience in front-line bilateral and/or multilateral negotiations. This course starts with an introduction to international protocol, followed by English for international conferences, basic concepts of international organizations, types of international diplomatic conferences, drafting of international instruments, negotiation theories and practices in the context of international multilateral organizations, enabling students to gain an overall understanding on the practical operation as well as the processes and dynamics of international diplomatic negotiations. This course will be conducted and proceeded in English, supplemented by Chinese if necessary. |

本課程旨在提供學生對某些選定之海洋事務新興議題一個總體的認識，使學生能夠領會海洋事務內涵之寬廣，以及其發展的可能方向。此一認識除可擴展學生之視野外，亦可激發學生日後從事海洋事務研究的動力。 The purpose of this course is to provide students with a comprehensive understanding on certain selected emerging issues of marine affairs, so that students can appreciate the breadth of the content of marine affairs and the potential direction of their developments. Such understanding will not only expand students' horizons, but also inspire students' motivation to engage in marine affairs research in the future. |
